The following Centre Setting can make life easier for your admin team and also for the person you're creating an account for.
Centre Setting
When creating new accounts, automatically create a new keychain or attach to an existing keychain when an email is supplied
When enabled, it's designed to link the newly created account to a Keychain, if a Keychain already exists or to create a new Keychain, if one doesn't already exist. The diagram below shows this in more detail:
