Enrol: Initial email to complete form

Description: We're currently aware of an issue where the initial email to complete a form from Enrol isn't being sent when Send Email Reminder isn't enabled.
The current workaround is to select Send Email Reminder before sending the form.
Our Technology team are working to resolve this as soon as possible.
