[SLAY-1603] 'Select recipients' modal selecting all users on IE 11

Description: Selecting a recipient(s) when sending a message and clicking Done or clicking the Apply button on IE causes the modal to be unresponsive.

Workaround: The only current workaround is to use a different web browser
