[SLAY-965] Download Portfolio Issues

Description:

We are currently experiencing an intermittent issue where a requested download portfolios are taking longer then 2 days to become available to download.

This currently doesn't affect every learner.

Workaround:

We are currently unable to provide a workaround for this issue. However, our Development team are working hard to implement a solution as soon as possible.
