[SLAY-408] Templates linked to a plan template are not promoted when plan promoted and the template is unlinked from the plan

Description

When Centre Manager promotes a Assessment Plan Template which has tasks linked to Assessor created Assessment Templates or Written Question banks, the Assessment Templates/Written Questions aren't promoted with the Assessment Plan Template and the Assessment Template/Written Question bank is unassigned from the task.

This results in the criteria no appearing on the assessment once generated from the plan on a learner portfolio.

Workaround:

Create Assessment Plan Templates and Assessment Plan Templates from Centre Manager account
