[SIM-524] Can't sync assessments straight away when in GMT+1 timezone

Description: Some users are experiencing 141  invalid created date when trying to upload assessments from the Eportfolio app.

This is an issue caused due to time zones which we are investigating.

Workaround: Sync the assessment an hour after the assessment was started

We'll keep you posted with the progress made on this one!
